中国民主党反对声明——关于要求有关国家退出“全球治理之友小组”的严正立场文件

我们,基于对联合国宪章精神、国际法基本原则以及人类共同价值的尊重,谨就所谓“全球治理之友小组”的成立及其政治导向,郑重提出反对意见,并呼吁有关成员国立即重新审视并退出该小组。

第一:该小组在价值根基上存在根本性自我矛盾

该声明反复强调“捍卫联合国宪章宗旨和原则”“维护国际法权威”“尊重人权与以人为本”,然而其主导与核心推动力量,却是一个在现实中系统性违反联合国宪章与国际人权法的政权。这一根本性矛盾,使该小组在成立之初就丧失了道义正当性。

一个长期存在以下行为的国家,却被塑造成“全球治理倡议”的旗手,这是对联合国体系的严重亵渎:

中共政权存在大规模、制度化压制言论自由、结社自由与宗教自由;对少数族群实施任意拘禁、强迫劳动、文化清洗;对人权律师、记者、异议人士进行跨国打压;在国际事务中以经济胁迫、政治渗透破坏主权国家的民主选择。

将此类政权奉为“全球治理改革”的引领者,本身即是对国际法权威的削弱。

第二:“不干涉内政”正在被系统性滥用为侵犯人权的保护伞

声明中反复强调“不干涉内政原则”,却刻意回避一个联合国早已确立的共识:

严重和系统性的人权侵犯,从来不是任何国家的“内政”。当“主权”被用来掩护:种族迫害、政治清洗、任意拘禁、信息封锁和国家暴力。那么,这种对“主权”的强调,本质上是为暴政提供国际合法性。任何加入该小组的国家,都将不可避免地被视为:默认这种对主权原则的扭曲解释,并为压迫行为背书。

第三:该小组正在将“全球南方”工具化,而非真正代表其人民

声明声称关切“全球南方代表性不足”,但现实是:多数成员国并未经过本国民众的民主授权、许多成员国本身正面临严重人权、腐败与权力滥用问题、所谓“共同声音”,实为少数政权之间的政治互保机制这不是全球南方人民的声音,而是部分政府精英的声音。真正的全球治理改革,必须回应人民对自由、尊严、透明、问责和法治的期待,而不是为专制联盟打造新的话语外衣。

第四:该小组实质上正在侵蚀联合国的中立性与可信度

联合国并非任何单一国家或政治集团的工具。当一个以特定政权意识形态为核心的“之友小组”:系统性占据道义高地、操纵多边话语、重塑国际规范定义,联合国将面临被“集团化、阵营化、工具化”的严重风险。

这不仅不会“捍卫多边主义”,反而会加速联合国体系的合法性危机。

鉴于以上事实与原则,我们郑重呼吁:

1.有关成员国立即退出“全球治理之友小组”

2. 拒绝与系统性侵犯人权、破坏国际法的政权站在同一政治阵线

3. 回归联合国宪章中对人权、尊严与自由不可分割性的根本承诺

4. 以真正包容、透明、以人民为中心的方式参与全球治理改革

Statement of Opposition by the China Democracy Party

— A Solemn Position Paper on Calling Upon Relevant States to Withdraw from the “Group of Friends of Global Governance

We, grounded in respect for the spirit of the Charter of the United Nations, the fundamental principles of international law, and the shared values of humanity, hereby solemnly express our opposition to the establishment and political orientation of the so-called “Group of Friends of Global Governance,” and call upon the relevant member states to immediately re-examine their participation and withdraw from this group.

I. A Fundamental Self-Contradiction at the Level of Values

The group’s statement repeatedly proclaims its commitment to “upholding the purposes and principles of the UN Charter,” “safeguarding the authority of international law,” and “respecting human rights and a people-centered approach.” Yet the leading and core driving force behind this initiative is a regime that, in reality, systematically violates the UN Charter and international human rights law. This fundamental contradiction deprives the group of moral legitimacy from its very inception.

A state that has long engaged in the following practices is nevertheless portrayed as a standard-bearer of “global governance initiatives,” constituting a grave affront to the UN system:

 • The Chinese Communist Party (CCP) regime carries out large-scale, institutionalized repression of freedom of expression, association, and religion;

 • It subjects ethnic minorities to arbitrary detention, forced labor, and cultural erasure;

 • It conducts transnational repression against human rights lawyers, journalists, and dissidents;

 • In international affairs, it undermines the democratic choices of sovereign states through economic coercion and political penetration.

To elevate such a regime as a leader of “global governance reform” is, in itself, a direct weakening of the authority of international law.

II. The Principle of “Non-Interference in Internal Affairs” Is Being Systematically Abused as a Shield for Human Rights Violations

The statement repeatedly emphasizes the principle of “non-interference in internal affairs,” while deliberately ignoring a consensus long established within the United Nations:

Grave and systematic human rights violations have never been a matter of any state’s “internal affairs.” When “sovereignty” is invoked to conceal racial persecution, political purges, arbitrary detention, information control, and state violence, such emphasis on sovereignty essentially provides international cover for tyranny.

Any country that joins this group will inevitably be perceived as acquiescing in this distorted interpretation of sovereignty and as endorsing repressive practices.

III. The Group Is Instrumentalizing the “Global South,” Rather Than Genuinely Representing Its Peoples

The statement claims to address the “underrepresentation of the Global South,” yet the reality is that:

 • Most member states have not obtained democratic authorization from their own peoples;

 • Many member states themselves face serious problems of human rights abuses, corruption, and abuse of power;

 • The so-called “common voice” is, in fact, a mechanism of political mutual protection among a small number of regimes.

This is not the voice of the peoples of the Global South, but the voice of certain governing elites. Genuine reform of global governance must respond to the aspirations of people for freedom, dignity, transparency, accountability, and the rule of law—rather than providing a new rhetorical façade for an alliance of authoritarian regimes.

IV. The Group Is Substantively Undermining the Neutrality and Credibility of the United Nations

The United Nations is not a tool of any single country or political bloc.

When a “Group of Friends,” centered on the ideology of a particular regime, seeks to systematically seize the moral high ground, manipulate multilateral discourse, and redefine international norms, the UN faces a serious risk of becoming factionalized, bloc-driven, and instrumentalized.

Such developments will not “defend multilateralism”; on the contrary, they will accelerate the crisis of legitimacy within the UN system.

In Light of the Above Facts and Principles, We Solemnly Call For:

 1. Relevant member states to immediately withdraw from the “Group of Friends of Global Governance”;

 2. A refusal to stand on the same political front with regimes that systematically violate human rights and undermine international law;

 3. A return to the UN Charter’s fundamental commitment to the indivisibility of human rights, dignity, and freedom;

 4. Participation in global governance reform in a truly inclusive, transparent, and people-centered manner.
